DJ Quinlan

DJ Quinlan is an accomplished political strategist with over two decades of experience running winning campaigns, managing independent expenditures, and leading redistricting efforts. He blends expertise in data analysis and voter targeting with the practical knowledge of what it takes to connect with and mobilize voters—helping ballot initiatives, candidates, and advocacy organizations win and drive real change.

After years of leading high-stakes campaigns and political strategy efforts in Arizona, he founded RADAR Strategies to help candidates and organizations navigate complex political challenges. Previously, he served as Executive Director of the Arizona Democratic Party, led redistricting efforts for both the party and the Arizona Latino Coalition for Fair Redistricting, and served in the United States Air Force.

DJ has helped Democrats win at every level—municipal, legislative, statewide, and federal. Quinlan has served as a strategist for former members of Congress like Tom O’Halleran and Ann Kirkpatrick and played key roles in recent high-profile victories, including the successful campaign to secure in-state tuition for Dreamers (Yes on 308) and the elections of Senator Mark Kelly and Attorney General Kris Mayes. He helps campaigns and organizations build winning voter engagement programs through organizing, direct mail, digital outreach, or television advertising.

With deep knowledge of Arizona politics and well-established relationships with elected officials, party leaders, labor unions, and advocacy organizations DJ is a trusted advisor to those shaping the state’s future.

Morgan Finkelstein

Morgan Finkelstein is an experienced communications strategist with an extensive background in healthcare advocacy, coalition building, and political campaigns. A trusted advisor to candidates and advocacy organizations, she specializes in message development, media strategy, and storytelling that drives change. She has helped lead efforts to protect reproductive rights, expand access to care, and shape the public narrative around critical healthcare issues, while also working on broader progressive campaigns and initiatives.

After years of organizing and advocacy work, Morgan joined Radar Strategies in 2017 and became a partner in 2024. She has built and managed coalitions that have successfully influenced policy and elections, recruiting and preparing people to share their personal experiences in ways that create impact. Her work has helped everyday people stand alongside governors and even the President of the United States to tell their stories. She has trained advocates to effectively communicate their experiences on television, radio, and in the press, ensuring their voices are heard in the national conversation.

Morgan has worked on campaigns at every level—municipal, legislative, statewide, and federal—advising candidates, campaigns, and organizations on strategic messaging and communications. Before focusing on political advocacy, she spent nearly a decade working in the nonprofit sector. She holds a degree in Political Science from Arizona State University.

Tony Cani

Tony Cani is a veteran political strategist with over 20 years of experience in campaigns, municipal government, and issue advocacy. In recent years he has been in leadership for some of Arizona’s most high-profile campaigns, including as Deputy Director for Biden’s Arizona win in 2020, campaign manager for Phoenix Mayor Kate Gallego’s election, director of the successful campaign to save Phoenix’s light rail expansion, and in 2024 managed coalition building for Prop 479— a local ballot initiative that secured $28 billion for Maricopa County transportation and infrastructure projects.

Cani has built and led coalitions that have delivered real policy victories, from passing the Affordable Care Act through grassroots organizing with SEIU to advancing environmental protections as National Political Director of the Sierra Club. His background in government and campaigns gives him a deep understanding of how to navigate complex political and policy landscapes, build broad coalitions, and turn strategy into results. Known for challenging conventional wisdom, he simplifies complex issues into persuasive messages and develops innovative ways to reach and mobilize voters.

Tony has a track record of breaking through to the public with viral content that defines political moments. His video of Kari Lake telling McCain supporters to “get the hell out” was viewed millions of times online and aired on national and local news. Another video he posted, exposing a GOP State Senator for leading anti-abortion extremists as they spoke in tongues on the Senate floor ahead of a key vote was featured on MSNBC, CNN, The View, and Jimmy Kimmel Live.
